Struttura EU organizational and functional responsibilities of the bodies → Community bodies that can potentially intervene in matters of taxation are three: the Council, Commission and Court of Justice. None of them have tax jurisdiction, nor the EU's institutional bodies are able to exercise powers similar to those of member states. (If not in international conferences).
Powers of bodies → simple powers conferred on the international organization that they represent the will of the states that adhere to and depending on the objectives pursued by the international organization. (Or powers under attribuiti per volontà degli stati).
La legittimazione dei poteri autoritativi riconosciuti agli organi EU has expressed its investiture by the states and there would be no need for an endowment popular if it were not for the remoteness of the bodies from the popular single community (the people's distrust towards the exercise of powers by authoritative bodies elected directly based popular). For this reason, such as Community law had to recognize the general principle of democracy and original as the ultimate foundation of its legitimacy → it is reflected in the election by universal suffrage of the members of the European Parliament, the supreme body of EU administrative power regulatory bodies and other non-elected universal suffrage but appointed by the Governments of the Member States.
